About Our Speaker: Senator Peter Welch is the President Pro-tem of the Vermont Senate. Senator Welch was first elected to the Senate in 1981. He was instrumental in the passage of S. 174, legislation that allows Vermont’s 12 not-for-profit home care agencies to continue to work together to produce the best home care system in the country.
